THE LAISSEZ-PASSER
A laissez-passer is, by definition, a document that serves as a temporary travel document. It authorizes the bearer to enter, travel, or exit temporarily within a country of origin. Therefore, it does not confer, in terms of time and scope of use, the same advantages and facilities as a national, official, service, or diplomatic passport.
It follows from the above that a laissez-passer cannot replace a passport and that its issuance is subject to strict and stringent regulations. It is issued on a precarious and essentially temporary basis. The laissez-passer issued by the Embassy of Benin in Doha allows for one-way travel (outbound travel only) and does not transit through any American airport departing from Qatar. This is the case. Holders of a laissez-passer issued by the Embassy are permitted to transit through the airport and at the airport only in countries such as France, Belgium, Morocco, and Ethiopia.
Consequently, only extreme situations involving proven passport loss, distress, or deportation can justify its issuance.
Any Beninese national wishing to travel abroad must therefore take the precaution of obtaining a passport in advance to avoid the Embassy's consular services refusing to issue a laissez-passer out of convenience.
When required, the laissez-passer is issued at a cost of QR 150.
Required Documents and Useful Information
1 mandatory form to complete;
1 passport or a copy of the first two pages of an expired, stolen, or lost passport, or any other document proving the applicant's Beninese origins (birth certificate, nationality certificate, national identity card, old consular card, etc.);
1 valid consular card;
1 copy of the plane ticket or travel itinerary;
2 recent passport photos;
The laissez-passer must be requested four (04) weeks before the actual travel date.

Note: This document is valid for 30 days from the date it becomes effective. It only grants one entry to Benin. Therefore, once in Benin, the holder of a laissez-passer is required to obtain a passport before returning to Qatar.
